How crypto exchanges are regulated in Malaysia

Malaysia regulates exchanges through the Securities Commission's Recognized Market Operator framework, which treats digital asset exchanges as recognized markets subject to SC approval, custody standards and listing rules. Luno holds the leading RMO registration and dominates the licensed market. The SC also gates which tokens registered venues may offer, so the domestic tradable list is curated.

Binance was ordered to cease Malaysian operations in 2021 as an unregistered operator, a public enforcement action that defined the perimeter, yet Malaysians continue using global platforms in large numbers without individual penalty. That gap between platform-level enforcement and user-level tolerance shapes the market: licensed venues for ringgit rails and compliance comfort, offshore venues for product range.

Deposits, withdrawals and local rails in Malaysia

MYR funding on licensed venues runs through FPX online banking transfers and DuitNow, connecting Maybank, CIMB, Public Bank and the rest directly to the exchange, with deposits crediting in minutes. Luno's ringgit on-ramp is the domestic standard and effectively free. This rail quality is the licensed market's strongest argument against offshore alternatives.

Global platforms have no MYR rails, so their Malaysian users fund via P2P marketplaces settled by instant bank transfer, or move stablecoins from a licensed local venue outward. Card deposits on international exchanges work with typical fees, though some Malaysian issuers decline crypto merchants. Withdrawals from licensed venues to Malaysian accounts process same-day without bank friction.

Availability and restrictions in Malaysia

The SC's enforcement targets platforms, not users: unregistered exchanges have been ordered out and added to investor alert lists, but Malaysians face no penalty for trading offshore, and access is not network-blocked. On licensed venues the approved-token list is the binding constraint, running far narrower than global menus. Islamic finance considerations also shape product design for part of the market.

Crypto taxes in Malaysia

Malaysia levies no capital gains tax on individuals, so personal crypto investment profits are untaxed. The exception is trading as a business: habitual, high-frequency activity can be assessed as business income at progressive rates, with badges-of-trade analysis deciding the line. For ordinary holders, gains are simply tax-free.
